VERDE NAREC addressed resource-based conflict in Northern Kenya by linking feed security with rangeland governance. The program provided extensive training to over 50 community groups in low-cost hay and silage conservation, resulting in a crucial, high-quality feed reserve managed at the community level. This feed buffer allows pastoralists to strategically defer grazing on vulnerable communal rangelands during the early dry season, providing the ecosystem time to regenerate. This deferred grazing practice, a cornerstone of sustainable rangeland management, is monitored and enforced by local Community Land Boards using newly established by-laws, effectively preventing the degradation and resource scarcity that traditionally drives inter-communal conflict over pasture and water. This intervention successfully cut post-harvest feed losses from 46% to under 15%, boosting local resource stability. The second key pillar focused on institutional strengthening and policy change to formalize conflict avoidance. VERDE NAREC supported communities in developing Participatory Rangeland Management (PRM) plans to clearly designate protected fodder banks and shared livestock corridors, eliminating ambiguity over resource access that often escalates into violence. Crucially, the program successfully advocated for the amendment of the National Livestock Policy, securing the establishment of a hay voucher mechanism for government-led drought response. This policy change ensures that emergency feed assistance focuses on stabilizing herds in situ rather than relying on mass migration, thereby reducing the movement of large, desperate herds into neighboring territories that previously caused frequent and violent conflict between communities and conservancies.
